🔹 LOCAL → REGIONAL MARKETER ELIGIBILITY

A Local Marketer becomes eligible for Regional consideration when the following are met:

Minimum Structural Requirements

• Active for minimum 6 consecutive months
• Minimum 25 active contractor members in territory
• Minimum 3 active Local Marketers personally recruited
• 90% compliance rating (no violations)
• Minimum regional revenue threshold (defined annually)

Leadership Evaluation

• Demonstrated mentorship of recruited marketers
• Territory stability & retention rate above 80%
• No unresolved contractor disputes
• Approved by current Regional Marketer (if applicable)
• Final approval by Executive Chief

Promotion is not automatic. It is performance-reviewed.

🔹 REGIONAL → EXECUTIVE ELIGIBILITY

This is not volume-based only. It is structural-based.

Minimum Structural Requirements

• Active Regional Marketer minimum 12 months
• Oversees minimum 3 functioning territories
• Minimum 75 active contractor members across region
• Minimum 8 active Local Marketers
• Proven regional retention rate above 85%
• No compliance flags

Executive Qualification Criteria

• Demonstrated dispute resolution leadership
• Proven scalability strategy execution
• National expansion plan submission
• Executive review board approval

Executive status is appointment-based, not self-earned.

II. KPI BENCHMARKS PER TIER

KPIs ensure measurable accountability.

🔹 LOCAL MARKETER KPIs

Monthly Targets:
• Minimum 3 new contractor signups
• 80% contractor onboarding completion
• Less than 5% monthly contractor attrition
• Monthly reporting compliance submission

Quarterly Targets:
• Recruit minimum 1 new Local Marketer (optional but encouraged)
• Maintain territory engagement activity

Failure to meet KPIs triggers performance review.

🔹 REGIONAL MARKETER KPIs

Monthly Targets:
• Regional contractor growth minimum 10+ new signups
• Minimum 2 Local Marketer strategy calls per month
• Territory vacancy review

Quarterly Targets:
• Add minimum 1 new territory
• Maintain 85% regional contractor retention
• Audit Local Marketer performance reports

🔹 EXECUTIVE CHIEF KPIs

Quarterly Targets:
• National growth strategy presentation
• Compliance audit review
• Revenue performance optimization review
• Regional leadership evaluation

Annual Targets:
• Network expansion milestone
• Compensation model audit
• Governance review update

III. PERFORMANCE PROBATION STRUCTURE

This protects brand integrity and territory value.

Level 1 – Performance Warning

Triggered by:
• KPI shortfall 30+ days
• Missed reporting
• Minor compliance issue

Action:
• Written notice
• 30-day corrective action plan

Level 2 – Probation

Triggered by:
• Failure to correct Level 1
• Repeated KPI failures
• Contractor complaints

Action:
• 60-day probation
• Territory freeze (no expansion privileges)
• Close monitoring

Level 3 – Demotion or Termination

Triggered by:
• Refusal to comply
• Revenue manipulation
• Brand damage
• Failure to meet probation standards

Action Options:
• Regional demoted to Local
• Local removed from territory
• Executive vote removal

IV. GOVERNANCE & COMPLIANCE MANUAL DRAFT

This creates institutional authority.

1️⃣ Territory Governance

• One assigned marketer per defined territory
• No cross-territory solicitation
• Vacant territories reviewed quarterly
• Territory performance reviewed annually

2️⃣ Commission Governance

• Commissions paid only on verified network sales
• Overrides apply only to active, compliant marketers
• Inactive marketers forfeit override privileges
• Commission structure subject to annual audit

3️⃣ Membership Governance (Contractors)

• Contractors must remain active for commission eligibility
• Non-payment results in downgrade or removal
• Territory lock applies only to Exclusive members
• Elite Verified remains non-exclusive

4️⃣ Ethical Standards

• No income guarantees
• No deceptive sales practices
• No territory misrepresentation
• No false authority claims

Violations result in immediate review.

5️⃣ Structural Integrity Clause

Elite Trade Authority reserves the right to:

• Reassign territories
• Adjust commission models
• Remove inactive marketers
• Modify governance standards

With 30-day written notice.
